Who Are We?

FSD Technologies, LLC  [FSDT] is an 8(a) Native American Majority Owned company which intends to submit fully compliant proposals to federal and commercial clients for IT staffing, data center design and build, and all of its components.  FSDT brings together SIOUXTECH and CDT-Global, LLC, two companies with a natural marriage of experience regarding data services and professional IT business solutions.

Separately we are well known within different government agencies.  Together, FSDT brings a solid reliable forward thinking scalable solution to the federal government allowing them to reach their 8(a), small business, and Native American goals each year.

Tee Ray Nolan –
Co-founder

Tee Ray Nolan is a seasoned veteran of data center services with over 35 years in the industry. Tee Ray has provided full service solutions within data centers, test labs, data center design and builds in both the commercial spaces as well as the federal government.

Chris Dockter –
Co-owner

Chris is a result-oriented Project Manager / Partner Manager with seventeen years of experience in project management, estimating, RFP/bid development, contract negotiation/administration, budgeting, supplier management, and client relations. He is co-owner and vice president of CDT-Global.

Guy LeCaine

Guy LeCaine –
President/Owner

Guy has more than 14 years’ experience in the staffing and recruiting business. In 2011 he formed SIOUXTECH, a full service outsourcing and professional services firm that provides custom solutions to the commercial and government sectors. Guy is a member of the Cheyenne River Sioux Tribe (Eagle Butte, South Dakota) and the Wood Mountain Lakota Sioux Tribe (Saskatchewan, Canada). He graduated from Western Michigan University with a Bachelor of Science Degree in Aviation Technology and Business.

Richard Noe –
Managing Director

Richard has more than 30 years experience in technology consulting and managed services healthcare innovation.  He has been President/CEO of a number of technology consulting and service companies with locations in the United States, Asia Pacific and Europe.  Richard has most recently led a number of healthcare initiatives including Reinventing Rural Healthcare 2.0, American Indian Healthcare Innovation, Revenue Cycle Management and Post-Acute Transformation.

Shawn Duncan

Shawn Duncan –
Senior Program Manager

Shawn has over 20 years of operational management and leadership experience driving successful global data center services and consultative IT programs for our clients across all industries. Shawn has extensive experience overseeing critical data center programs and projects of varying size and scope. He has a proven track record of establishing and leading successful programs, managing executive level client/partner relationships as well as building and directing teams to achieve financially beneficial, win-win solutions while meeting aggressive program goals.

Erica Davidson

Erica Davidson –
Director of Administration

Erica brings more than a decade of service industry accounting experience in both the commercial and federal areas.  Erica is bi-lingual aiding the team with international contracts and is responsible for the day to day accounting functions of the company including Payroll.  Erica is married and a mother of two, and enjoys traveling with her family in her spare time.

Bill LeCaine –
Vice President

Bill LeCaine Sr. is a direct descendant of Chief Black Moon who fought with Sitting Bull in the Battle of Little Big Horn. Bill is a member of the Wood Mountain Lakota Sioux Tribe and Cheyenne River Sioux Tribe in South Dakota. Born in Wood Mountain Saskatchewan, Canada, Bill grew up as an orphan and lived in foster homes most of his formative years. From these humble beginnings, Bill attended the University of North Dakota (UND) on a hockey scholarship and went on to play 15 years as a professional hockey player. Of those years, 2 were spent with the Pittsburgh Penguins organization. He was one of the first Native American players to enter the National Hockey League (NHL) in 1968 and was recognized as the first Native American from UND to play in the NHL. Bill is also an honored member of the Detroit Red Wing Alumni Association.

After his career in hockey, Bill spent 40 years in corporate finance banking, and marketing. Through the years he has earned many awards, accolades and peer recognition. He has been asked to be a keynote and motivational speaker for numerous large venues and events. He speaks inspirational about his career in hockey and upbringing on the reservation. Bill is passionate about his roots and continues to support the Native American Community.

Today, Bill is President and CEO of Arrow Rezolutions, Vice President of FSD Technologies and resides in Michigan with his wife, Pat.
